Ivan Petrov (34) from the Zrunkov clan demonstratively put himself on fire before the front entrance of the Presidency at 2.15 p.m. yesterday. The tragedy would have been even greater, if policemen hadn't saved four children. The kids were poured with gas by their own mothers who were ready to turn them into living torches. Nis, July 27 (BTA exclusive by Bulgarian National Radio correspondent to Belgrade) - The construction of the Sofia-Nis highway is in the best interests of both countries and they attach priority importance to it, Serbian Economy and Finance Minister Bozidar Djelic told a news conference in Nis after the end of the talks between the economic teams of the Bulgarian and Serbian governments.

Bulgarian Deputy Prime Minister and Economy Minister Nikolai Vassilev proposed that the two governments come up with a joint declaration to foreign investors and sponsors on the project's funding. For his part Djelic said that in this way the international community will be put to a kind of test which will show if it really supports regional cooperation and joint infrastructure projects.

There are no obstacle to the signing of a Free Trade Agreement, both sides agreed. They stressed the existing political will to sign the document by the end of the year and noted that the differences of opinion are expected to be ironed out at an expert meeting in late August or early September.

Bulgaria and Serbia are compiling lists of 'sensitive' goods which will need to be protected after the signing of the agreement.

Djelic said he expects that one or two years after the agreement is signed the imbalance in trade exchange will be reversed and that trade volume will increase several-fold.

Currently, Serbian imports from Bulgaria stand at 153 million dollars, against a mere 29 million dollars of exports.

At the Saturday meeting the teams agreed on closer contacts between the gas-transmission networks. Bulgargaz pledged to construct a 100-km transit gas pipeline after the respective agreement is signed.

The Serbian representatives supported Bulgaria's initiative for the establishment of a regional energy centre coordinating the power grids of the countries in Southeastern Europe.

The Serbian Government accepted an invitation to participate in the economic forum in Sofia in October. The sides agreed that their ministries hold meetings on a regular basis and exchange interns.

Bulgaria is undoubtedly a topmost priority in Serbia's foreign policy, said Djelic. In his opinion, in many respects Bulgaria can serve as an example to Serbia for the implementation of reforms in the process of integration into the European structures.

The Serbian officials insisted that Sofia consider the possibility of closing down the duty free shops on its territory, which, they believe, create opportunities for contraband import of goods.

With the liberalization of two-way trade conditions will be created to solve this problem, said Vassilev.

The Bulgarian deputy prime minister said the Serbian and Bulgarian governments are like twin brothers - they have identical aims, speak similar languages, have similar education and are of similar age.

On the roster of the Vassilev-led Bulgarian delegation are Energy Minister Milko Kovachev, deputy ministers of economy Kaloyan Ninov and Sofia Kassidova, of transport and telecommunications Lyubomir Ivanov, and of energy Angel Minev, and Foreign Investment Agency Chairman Nikolai Marinov, the Economy Ministry's PR Directorate told BTA.

Vassilev presented before his Serbian hosts a project for an MBA programme which will be launched in 2003 and is expected to draw wide support from Bulgarian and foreign business. The deputy prime minister invited the Serbian ministers as partners in the programme.

The programme will provide professionals in the economy and business with an opportunity to receive world-class training, he said.

Velislava Krasteva

The premier said that Bulgarians had been oppressed and sell-effacing, Vania Tsvetkova, NMS MP, says.

Vanya Tzvetkova is MP from the NMS PG. She was born in 1952. She's an engineer. In the 39th National Assembly Tzvetkova is a member of two parliamentary committees - the ones for local self-government and for civil society. Several days ago the MP she nailed the attention of the public forecasting cabinet reshuffles in the fall. Several days later she backtracked, elaborating that her statement was misinterpreted.

- Mrs Tsvetkova, what did the National Assembly to cope with the situation?

- The National Assembly is working intensively. The absence of some of the MPs has to be excused. For we, the MPs, have work in the ministries as well, in line with the local problems of the voters.

- Do you think it wise the MPs to be involved in cadre policy-making?

- It is not the cadre policy that counts. We are given a lot of information about the particular situation in particular regions, about people and their work, we are closely familiar with the cadres and we have the opportunity to obtain information from diverse sources and to draw correct conclusions about particular persons.

- What did you talk about with the PM when you met last week?

- He is concerned that Bulgarians are very oppressed and self-effacing, that they lack self confidence. This lack of self-confidence results from the poor financial situations of most of the households.
