Macedonian Prime Minister Ljubco Georgievski formally marked Saturday the beginning of construction of the "Okta" pipeline that would distribute oil derivatives from the Skopje Refinery to Kosovo.
 
The new pipeline, that is to distribute 300,000 tons of oil derivatives per year, will be completed in two years.
 
"This is difficult time for the global economy, " Okta Director Petros Karalis said, adding that the Balkan countries are not considered as secure for investments.
 
"Therefore, criticism of a company, such as "Elped Balkaniki", which has invested US$ 160 million for three years, is rather strange. Our response to such criticism is further investment in new infrastructure project, worth US$ 20 million, which will be completed in 2003," Karalis said.
 
Okta trade union leader Dane Ristovski gave credit to the employer on keeping of all employees and full respect of their rights.
 
Agref Fijotis, Secretary-General at the Greek Ministry of Development, referred to the Greek plans for development of the energy sector in the Balkans, pointing out the Greek investments in oil and electric power industry in Macedonia.
 
Referring to conditions, under which the "Okta" refinery was sold, Georgievski said that until 1998, the oil business in Macedonia was shared between "Okta" and "Makpetrol". In 1998, "Makpetrol" financial report was at positive zero, while "Okta" presented a loss of US$ 140 million, Georgievski said.
 
"It is really a mystery how today, after three years, "Okta", Makpetrol" and many new gas stations are making profit, which is probably the answer why the "Okta" privatization, the largest in Macedonia (Hellenic Petroleum paid US$ 32 million in cash) has many enemies among both Macedonian and Greek businessmen," Georgievski said.
 
"There is another political attack on this project. It might present an obstacle to constructing of another pipeline - AMBO. I confirm, bearing full responsibility, that the Macedonian Government has granted all approvals for construction of the AMBO oil pipeline. The problem is that the project has been discussed for 10 years, but no investor has appeared so far to start it," Georgievski said.
 
About US$ 30-40 million will be invested in the oil pipeline to Kosovo, long from 60-100 kilometers.

SKOPJE, Macedonia - Macedonia on Saturday marked the start of the building of a key pipeline for oil products between the capital of this Balkan country and Kosovo, neighboring Yugoslavia's troubled NATO-run province.
 
In a ceremony inaugurating the construction, Macedonian Prime Minister Ljubco Georgievski said the pipeline will take about two years to build and cost dlrs 35-40 million.
 
The pipeline, funded entirely by Greece Macedonia's southern neighbor will stretch 100 kilometers (60 miles) and ferry oil products from the Okta oil refinery in Skopje, the Macedonian capital, to Pristina, the capital of Kosovo.
 
The pipeline, owned by Greece's Hellenic Petroleum S.A. giant, is expected to enable a yearly flow of 300,000 tons of oil products such a gasoline and heating oil, alleviating the burden of transporting crude oil derivatives by road.
 
The new oil artery for Kosovo became possible after a pipeline linking Macedonia's main oil refinery to the northern Greek port of Thessaloniki opened in June.
 
Greece owns a 69.5 percent stake in the Okta refinery and is Macedonia's largest foreign investor, with more than dlrs 300 million invested in various ventures over the past few years.
 
Relations between the two Balkan neighbors have improved in the past few years despite a continued disagreement over Macedonia's name. Greece contends that the usage of the name Macedonia for this country masks territorial pretensions over a northern Greek province of the same name.
 
Kosovo officially remains part of Yugoslavia, which borders Macedonia to the north, but has been run by the United Nations and NATO since 1999, when the military alliance bombed Serb troops to stop former Yugoslav President Slobodan Milosevic's crackdown on ethnic Albanian separatists.

Unknown slaughterers attackers riddled a black Audi with shots at 3.45 p.m. 32-year-old Vesselin Hristov, who was in the car, is known to the police as a junkie. Turkish aces greeted Parvanov on the Union Day.

The ruling majority seems more open to dialogue following its criticism at the beginning of the new political season, President Georgi Parvanov told the press Friday. President Parvanov is attending the Sky to All International Aviation Festival at the Graf Ignatievo air base. He expressed the hope that the new political season will be different and Bulgaria's political elite - incumbents and opposition, more consolidated. President Parvanov said that by the end of the day he hopes to be able to discuss the opening of the political season and all topical political issues with Prime Minister Simeon Saxe-Coburg-Gotha who is also guest of the Festival. Asked about the transformation of the post of Chief Secretary of the Ministry of the Interior into State Secretary, President Parvanov said that he does not have the right to change the structure of the Cabinet and even more so its personnel. This is solely within the powers of the Prime Minister, Parvanov said. He categorically denied any confrontation between himself and the Prime Minister. "We are maintaining excellent dialogue with the Prime Minister ," the President said. The head of state said he expects the European Commission's progress report on Bulgaria to be positive. What remains to be seen is how this positive evaluation will affect concrete decisions of the European Commission, Parvanov added. He stressed that he expects the EU to apply to Bulgaria and Romania the same criteria as to the ten EU candidate states to join the EU in the first wave of accession.

Bank clerks in Bourgas are to show up with stones in their pockets on Monday. They will call upon the Bourgas citizens to stone the scarecrows of the PM and his cabinet as a protest against their decision to close down the Bourgas-based branch of the Bulgarian National Bank (BNB). On Thursday, the Central Bank finalized their decision to transfer the branch into an agency. People need a bank rather than any agencies, said the protesters. The bank clerks have been on a hunger strike for 3 days in the tent camp built in the centre of Bourgas.

Deputy PM Vassilev: There are Signs that the EC Annual Progress Report on Bulgaria Will Be Positive.
 
Sofia, September 7 (BTA) - The European Commission's annual progress report on Bulgaria will be published on October 16 and on September 15 the Commission stops collecting information on the implementation of economic membership criteria, Deputy Prime Minister and Economy Minister Nikolay Vassilev said upon his return from Brussels on Saturday.
 
In Brussels Vassilev, European Affairs Minister Meglena Kouneva and Deputy Finance Minister Gati al-Jebouri who accompanied him, had meetings with European Commissioners. Vassilev also met Belgian Economic Affairs Minister Charles Picque, Trade Commissioner Pascal Lamy, and Enterprise and Information Society Commissioner Erkki Liikanen.
 
According to Vassilev, Bulgaria is no longer considered a country of a high corruption level. The efforts to amend the Commercial Code and reduce licensing regulations are being appreciated. The country's macroeconomic indices are assessed as good. This year Bulgaria is expected to be among the countries with the highest economic growth in Europe. Progress has also been made in the financial sector, in capital markets and in the land market.
 
The European Commission expects Bulgaria to speed up the reform in its judiciary and to adopt amendments to the Commercial Code in its part concerning liquidation and bankruptcy proceedings, Vassilev added.
 
At his meeting with Vassilev Belgian Economic Affairs Minister Charles Picque expressed strong support for Bulgaria's membership in the EU. He accepted an invitation to visit Bulgaria in the coming months accompanied by a Belgian business delegation.
 
On the proposal of the Belgian side, the two countries will step up exchange of experts. Bulgarian economic experts will visit workshops and training courses at the Belgian Ministry of Economic Affairs, mostly in areas of particular importance for Bulgaria's accession to the EU.
 
Belgium's largest construction company - BESIX, is interested in the implementation of the project for the rehabilitation of the Plovdiv-Svilengrad railway, Deputy Prime Minister Vassilev said.

Sofia, September 7 (BTA) - According to the European Commission, Bulgaria has made great progress in its preparations for EU membership and its negotiations with Brussels over the past year it transpired at a meeting in Brussels Friday between Deputy Prime Minister and Economy Minister Nikolay Vassilev and European Affairs Minister Meglena Kouneva on the one hand and EU Enlargement Commissioner Guenter Verheugen on the other, the Information and PR Directorate of the Ministry of Foreign Affairs told BTA.
 
The meeting discussed the progress of Bulgaria's negotiations with the EU and some aspects of the preparations for the EU Summit in Copenhagen in December.
 
The two sides dwelled on some important upcoming events such as the finalization of the European Commission's annual report on the progress made by Bulgaria on October 16 and the October 26 session of the Council of the EU in Brussels to prepare the Copenhagen forum in December.
 
European Affairs Minister Kouneva said Bulgaria expects the report on the progress of its preparations for EU membership to reflect objectively and adequately the enormous effort of the Bulgarian society and the considerable results achieved by this country over the past year in the process of its integration into the EU.

Energy Minister Kovachev Discusses in Greece Bulgarian Initiative for Building a Regional Energy Policy Centre.
 
Sofia, September 7 (BTA) - The building of a regional energy market topped the agenda of a meeting between Bulgarian Energy Minister Milko Kovachev and Greek Minister of Development Apostolos-Athanasios Tsokhatzopoulos, the press office of the Energy Ministry said.
 
Kovachev paid a two day visit to Thessaloniki at the invitation of Tsokhatzopoulos.
 
The two ministers discussed Bulgaria's proposal for building a Regional Energy Policy Centre. They agreed that the countries in the region should be equally represented in this process. As member of the EU, Greece receives aid for coordinating such activities and the involvement of other states of the region may prove useful.
 
The countries in the region should cooperate in building and developing a common regional market, it is necessary to establish a more liberal common market for electricity and gas, Kovachev and Tsokhatzopoulos agreed.
 
The two exchanged information on the energy networks in their countries and discussed the construction of the Bourgas-Alexandroupolis oil pipeline.
 
Bulgarian Energy Minister Kovachev also took part in the opening of the Thessaloniki Fair.

Ireland Will Open Its Embassy in Bulgaria, Ambassador James Flavin Says.
 
Sofia, September 7 (BTA) - The Irish Government has decided to open an embassy in Bulgaria and this will most probably take place next year, Irish Ambassador James Flavin, residing in Budapest, said Saturday.
 
President Georgi Purvanov presented Ambassador James Flavin with the Order of the Madara Horseman Second Class for his services to strengthening and promoting Bulgarian-Irish relations.
 
The Bulgarian head of state thanked Ambassador Flavin for his efforts to activate political dialogue and economic ties between Bulgaria and Ireland.

BRUSSELS, Belgium - A second-half goal by Bulgarian midfielder Martin Petrov topped a solid team performance and a 2-0 win over Belgium on Saturday in Group 8 play of Euro 2004 qualifying.
 
Petrov sealed the win by scoring on a free kick which went wide of the Belgian defense and sped past goalkeeper Geert De Vlieger in the 64th minute.
 
The Bulgarian win surprised the Belgians, and the 25,000 fans at the King Baudouin stadium. The Red Devils were widely expected to win the first qualifier on the road to the European championship finals, but failed to gain control over an ever growing confident Bulgarian defense.
 
Bulgaria held the Belgian attack in the first half, and scored its first goal on a breakaway by forward Zoran Yankovick in the 17th minute. Yankovich tapped the ball past De Vlieger thanks to a long cross field pass from teammate Martin Petrov.
 
The Red Devils were caught off guard by the Bulgarian charge upfield which left them with only one defenseman back.
 
Bulgaria almost went up by another goal in the 42nd minute when Dynamo Kiev midfielder Goergi Peev hit the Belgian crossbar on a breakaway.
 
The Red Devils' game plan was left in tatters as their early first half attack degenerated into poorly planned rushes.
 
Belgium started the game well, but failed to capitalize on several rushes that should have led to at least one or two goals by midfield playmaker Bart Goor and forwards Wesley Sonck and Emile Mpenza.
 
A cross-field pass to Goor failed to yield a goal, as his shot went over the net. A second attempt six minutes later, on a shot by Mpenza also went wide.
 
Despite having team captain Goor back from injury, the Devils could not hold off the Bulgarian defense long enough to take any hard shots at the Bulgarian net.
 
"The first goal killed us ... Our first attempt should have been in," Goor said.
With the Red Devil's loss to Bulgaria, qualifying for Euro 2004 becomes a bit tougher as Belgium still has to play group favorite Croatia, in a group where Belgium is expected to finish in the top two.

Ilya Prokopov was born in 1952. He graduated in history from the Sofia University in 1976. At present, he chairs the 'Budnina' (Future) association for protection of monuments of culture. In 1986 he received the Ph.d. degree in numismatics. He has many publications on numismatics both in Bulgaria and abroad. He is an universally recognized expert in antique coins.

- Dr. Prokopov, what is the reason for the great interest in the gold Bulgarian levs?

- The coin is 24 carats, it is on the world standards for weight and only 2,000 coins of perfect design have been minted. Besides, the matrix for their mintage was destroyed, which makes them unique. The coins will be unique at the very moment they appear on the market. From now on their price could only get higher.

- What are the chances of the counterfeiters to counterfeit the coins?

- The newer the coins, the less are the chances to be doctored. That's why for now no 'doctored coins' of the gold lev are expected.
